Local school boards may enter into agreements with emergency management officials, law enforcement, or other agencies to make school buses available during declared emergencies and natural disasters, provided this does not interfere with regular student transportation

Vehicles other than school buses used for student transportation must now be designed to carry fewer than 10 students (excluding driver), reduced from the previous limit of 16 students

Motor vehicles designed to transport 10-15 passengers (including driver) used for student transportation must meet all Federal Motor Vehicle Safety Standards for school buses under 49 CFR Part 571

Drivers of vehicles transporting students under these provisions do not need a commercial driver's license if the vehicle carries fewer than 16 passengers including the driver

The bill takes effect July 1, 2026
