Establishes administrative forfeiture procedures for ENDS products (electronic nicotine delivery systems) and cigarettes seized for violating Mississippi's state directory laws, applying to products valued at $20,000 or less.

Requires seizing agencies to notify property owners of intent to forfeit via certified mail or personal delivery, with newspaper publication for three consecutive weeks as an alternative when direct notice fails.

Provides 30 days for any person claiming interest in seized property to file a petition contesting forfeiture in county or circuit court.

Automatically forfeits property to the seizing agency if no petition is filed within the 30-day period, with the agency preparing a written declaration of forfeiture.

Assigns all costs of seizure, forfeiture, and destruction to the person from whom the products were confiscated; takes effect January 1, 2026.
