Authorizes issuance of up to $1,000,000 in Mississippi state general obligation bonds to fund construction of a new police department building and jail for the Town of Byhalia

Creates the "2026 Town of Byhalia Police Department and Jail Fund" as a special fund within the State Treasury to receive and disburse bond proceeds

Bonds may mature up to 25 years from date of issue, with interest payable semiannually or annually, and are tax-exempt in Mississippi

State Bond Commission will oversee bond issuance, sale method (public bid or negotiated sale), and fund disbursement to the town

No bonds may be issued under this act after July 1, 2030, with the effective date of July 1, 2026
