City of Greenwood and Leflore County Board of Supervisors are authorized to sell or lease Greenwood Leflore Hospital through a competitive bidding process that must be completed within one year of the act's effective date

New owners must assume all hospital debts and liabilities, including repayment of 2024 and 2025 Mississippi Access Hospital Program overpayments incorrectly made by the Division of Medicaid

New owners are required to maintain the Rural Community Hospital Demonstration Program approved in 2025, continue operating an emergency room, and maintain the hospital's swing-bed program

The act does not take effect until separate legislation is passed delaying Medicaid recoupment of overpayments until 2027 with an installment repayment plan, and appropriating at least $10,000,000 to new owners for hospital operations

Current owners must relinquish all ownership rights and disclose all hospital assets and liabilities to bidders as part of the sale or lease process
