Defines approved projects as those with significant regional economic impact, including industrial, commercial, data center, and government enterprises requiring energy infrastructure such as transformers, substations, transmission lines, and pipelines

Prohibits electric utility providers from receiving direct funding from the Mississippi Energy Infrastructure Fund

Exempts certain contracts for approved projects from standard public bidding requirements under Section 31-7-13 if the MDA determines competitive bidding would not serve public interest or achieve program purposes
