Prohibits issuance of driver's licenses and learner's permits to any person who is not a United States citizen or resident of Mississippi, effective July 1, 2026

Requires non-citizens with existing licenses or permits to present a certificate of naturalization upon expiration to renew; without proof of citizenship, they may only receive a state-issued identification card

Amends Mississippi Code Section 63-1-9 to add citizenship/residency as a mandatory requirement alongside existing restrictions (age, prior revocations, physical/mental disability)

Non-citizen applicants must still provide documentary evidence of lawful presence (valid visa, asylum status, employment authorization, etc.) but this documentation alone will no longer qualify them for license issuance or renewal
