Authorizes the Mississippi Commissioner of Public Safety to create rules and regulations allowing homeless persons to obtain an alternative state identification card without proof of domicile

Defines "homeless" as lacking a fixed, regular and adequate residence, or living periodically in a public or private shelter or temporary living arrangement

Exempts homeless persons from standard documentary evidence requirements for identification cards, including proof of residence typically required under state law

Ensures the alternative ID card does not conflict with federal Real ID Act of 2005 requirements while accommodating those without a fixed address

Takes effect July 1, 2026
