Bureau of Fleet Management must conduct an annual utilization review of all state-owned vehicles and report findings to the Governor, Lieutenant Governor, Speaker of the House, and Public Property Committee Chairs by September 1 each year

Vehicles driven less than 13,000 miles annually are deemed underutilized unless the agency provides a written justification explaining why the vehicle should not be classified as underutilized

The annual report must include mileage data for each vehicle, each agency's total utilization rate, and recommendations for disposing or reallocating underutilized vehicles to other agencies

Agencies must submit information in a uniform format established by the bureau, including vehicle year, make, model, type, purpose, and narrative justifications for underutilized vehicles
