Requires solicitations for statewide office space to prioritize properties within the Capitol Complex Improvement District unless an alternate location is necessary for effective service delivery or would result in lower costs.

Mandates state agencies submit written requests for leased office space 180 days in advance, including details on positions, special requirements, and anticipated moving expenses, with annual DFA reporting to legislative committees on potential savings from purchasing buildings.
