Requires automatic appointment of an independent prosecutor within 7 days and mandatory reporting to the Attorney General and Department of Public Safety within 48 hours when lynching indicators are present

Creates civil causes of action for victims and families with minimum statutory damages of $250,000 per decedent, treble damages for organizers, attorney's fees, and a 10-year statute of limitations

Mandates psychological autopsies and allows families to have an independent pathologist attend state autopsies, while criminalizing witness intimidation (5-20 years) and official misconduct for failure to report or investigate
