Requires insurers to exchange claim information with the Mississippi Department of Human Services within 10 business days of opening claims of $500 or more for negligence, personal injury, wrongful death, or life insurance to verify if claimants owe child support debt

Authorizes the Department of Human Services to encumber and seize insurance payments owed to obligors with past-due child support, with insurers required to withhold and remit funds within 10 business days of determining a payment is due

Establishes payment priority rules ensuring claimant attorney's fees and medical expense liens take precedence over child support withholding from insurance proceeds

Imposes penalties of up to $5,000 for insurers that fail to comply or provide false information, plus liability for the full amount of child support that should have been withheld

Takes effect July 1, 2026, with full insurer compliance required by July 1, 2027
