Division of Medicaid must implement and administer a Medicaid eligibility reporting program with authority to enter contracts, adopt rules and fee schedules, and apply for waivers and managed care plans

Annual summary and analysis of the Medicaid program must be submitted electronically to the Governor and Legislature by December 1 of each year

Required annual report metrics include application approval/denial rates, eligibility determinations, case closures with reasons broken down by eligibility category, geographic area, and race/ethnicity

Report must track re-enrollment rates within 90 days and 12 months of termination, average application processing times, client call duration, call abandonment rates, and fair hearing requests with outcomes

Effective date is July 1, 2026
