Creates a new exemption to Mississippi's Public Records Act for preliminary drafts, notes, recommendations, and intra-agency memoranda where opinions are expressed or policies formulated during an agency's deliberative process to develop new policy

Limits the exemption to documents that are both "pre-decisional" and "deliberative," requiring agencies to still disclose purely factual material unless it is inextricably intertwined with deliberative content or would reveal the nature of internal decision-making

Amends Section 25-61-5 of the Mississippi Code to incorporate the new exemption alongside existing public records exemptions

Takes effect July 1, 2026; the amended public records access provisions in Section 25-61-5 contain a sunset date of July 1, 2028
