Authorizes Mississippi county boards of supervisors to participate in group purchasing programs operated by the Mississippi Association of Supervisors (MAS) for supplies, commodities, and equipment when it would promote economy, efficiency, or effectiveness in county operations

Counties that opt into the MAS group purchasing program are exempt from standard state competitive bidding requirements under Sections 31-7-12 and 31-7-13 of the Mississippi Code

Participation requires a resolution duly entered upon the board of supervisors' minutes

Amends existing state procurement code sections to add the MAS group purchasing exemption to the list of exceptions from standard bidding procedures
