Expands the definition of "eligible project" under the BEAM Act by removing the requirement that projects be in "unserved or underserved areas" and removing the requirement that locations not currently have service available

Requires project eligibility to comply with applicable federal grant program statutes, regulations, and guidance rather than just federal guidelines

Replaces the "shapefile" format requirement for project location submissions with a more flexible "format as required by BEAM"

Removes the definition of "shapefile" from the BEAM Act entirely

Clarifies that BEAM cannot award funding to applicants if broadband services are already deployed "by a provider other than the applicant" in the proposed project area, allowing providers to upgrade their own existing service areas
