Creates the crime of "abortion trafficking" when an adult recruits, harbors, or transports a pregnant unemancipated minor (under 18) within or outside Mississippi to procure an abortion or obtain abortion-inducing drugs while intentionally concealing the abortion from the minor's parents or guardian

Parental or guardian consent to the minor's transportation serves as an affirmative defense to prosecution

Violation constitutes a felony punishable by fines of $1,000 to $10,000, imprisonment of 2 to 5 years, or both

Grants the Mississippi Attorney General authority to prosecute violations if local prosecutors refuse to bring charges regardless of facts or circumstances

Takes effect July 1, 2026
