Directs the State Fiscal Officer to determine available and unexpended American Rescue Plan Act (ARPA) funds on or after September 30, 2026, and transfer them to the Coronavirus State Fiscal Recovery Fund by October 15, 2026

Creates two new special funds in the State Treasury: the ARPA-MDOT Project Lost Revenue Fund (receiving up to $100 million for transportation projects) and the ARPA-DFA-Office of Insurance Lost Revenue Fund (receiving up to $62,958,012 for state employee health insurance expenses)

Requires subgrantees who fail to submit monthly reports or reimbursement requests for two consecutive periods to forfeit their funds, which will be transferred to the ARPA-MDOT Maintenance Project Fund

Authorizes the Governor to direct the State Fiscal Officer to classify and transfer remaining Coronavirus State Fiscal Recovery Fund balances to eligible uses to ensure all funds are fully expended by December 31, 2026

Changes grant fund availability deadlines from December 31, 2026 to September 30, 2026 for multiple ARPA-funded programs including workforce development, nursing retention, independent schools infrastructure, and water infrastructure grants
