Legalizes mobile sports betting and online race book wagering throughout Mississippi, requiring platforms to obtain manufacturer's and distributor's licenses and contract with existing licensed casino operators.

Limits each licensed gaming establishment to contracts with no more than two online sports pool platforms and two online race book platforms, with a universal launch date no later than December 8, 2026.

Requires age verification (21+), geofencing to ensure bettors are located in Mississippi, and responsible gambling programs including automated triggers to identify problem gamblers.

Creates the Mobile Sports Wagering Tax Fund, with the first $6 million annually until June 30, 2030 directed to a Retail Sports Wagering Protection Fund for casinos without platforms, and remaining funds deposited to the Public Employees' Retirement System.

Requires the Gaming Commission and Department of Human Services to establish rules for withholding gaming winnings from individuals with outstanding child support arrearages.
