Department of Environmental Quality must determine within 15 calendar days whether a permit application related to real estate development is complete, notifying applicants in writing of any deficiencies

DEQ must approve or deny completed permit applications within 45 calendar days

Applications automatically deemed approved if DEQ fails to act within the 45-day period, unless the applicant waives this provision, with the department required to issue the permit upon fee payment

Existing law requires DEQ to acknowledge air and water permit applications within 15 days of receipt and notify applicants within 45 days whether applications are complete or identify missing components

Effective date is July 1, 2026
