Creates the Mississippi Controlled Substance Analog Act, treating controlled substance analogs intended for human consumption as Schedule I controlled substances under state law.

Prohibits knowingly manufacturing, distributing, dispensing, selling, delivering, or possessing with intent to distribute controlled substance analogs, as well as advertising substances as producing effects similar to Schedule I or II drugs.

Defines "controlled substance analog" as a substance with substantially similar chemical structure to Schedule I or II drugs that has or is intended to have similar stimulant, depressant, or hallucinogenic effects on the central nervous system.

Establishes that intent for human consumption may be proven through labeling, marketing, packaging, defendant statements, prior convictions, or expert testimony on chemical structure and pharmacological effects.

Authorizes the Mississippi State Department of Health and Bureau of Narcotics to promulgate rules for identifying controlled substance analogs, with violations punishable under existing Schedule I penalties.
