Declares the sixteenth section school trust superior to the public waters trust, giving landowners of sixteenth section land priority rights over public access to navigable waterways and oxbow lakes located on that land

Expands the definition of navigable waters to include all rivers and streams flowing into the Mississippi River or Gulf of Mexico and their tributaries at sea level

Authorizes local school boards to lease exclusive hunting, fishing, and recreational rights on sixteenth section lands and waters, with revenues benefiting the school trust

Prohibits public access to sixteenth section lands or waters for hunting, fishing, or recreation without express written permission from school authorities or lessees, with violations constituting trespass

Permits leaseholders of sixteenth section land containing any body of water, lake, stream, or wetland to post the property against trespassers effective July 1, 2026
