Creates the Excellence for All Pilot Program requiring the Mississippi Department of Education to support local education agencies in implementing evidence-based school staffing redesign models featuring teacher-led teams, innovative educator roles, and sustainable compensation structures

Selects 3-5 LEAs per cohort across two cohorts, with each participating LEA engaging at least 3 schools per year, prioritizing districts serving low-income, rural, or historically underserved communities

Requires the department to select a single expert partner through competitive process to provide transition support, technical assistance, and implementation guidance to participating schools and districts

Mandates annual reports to the Legislature by February 1 of each year and a final comprehensive evaluation presented to House and Senate Education Committees by December 1, 2030

Takes effect July 1, 2026, and automatically repeals July 1, 2031, unless reauthorized by the Legislature
