Expands aggravated drug trafficking to include 200 or more dosage units of Schedule I or II controlled substances (except marijuana and synthetic cannabinoids), carrying a mandatory minimum 25-year sentence up to life imprisonment and fines up to $1 million

Creates a new criminal offense for manufacturing, distributing, dispensing, prescribing, or possessing with intent to distribute "abortion-inducing drugs" defined as medications prescribed specifically to terminate a pregnancy

Sets penalties for abortion-inducing drug violations at 1-10 years imprisonment, with additional civil enforcement authority granted to the Attorney General including injunctive relief and civil penalties

Exempts drugs known to potentially cause abortion when prescribed for other medical purposes, such as chemotherapy agents and diagnostic drugs

Takes effect July 1, 2026
