Establishes the Bayou Casotte Industrial Zone in unincorporated Jackson County, Mississippi, with defined boundaries spanning portions of Townships 7 and 8 South, Range 5 West, extending south into the Mississippi Sound

Prohibits any municipality from annexing any portion of the zone, declaring any such annexation attempt—including pending or previously filed actions—null and void from inception

Legislative findings state the zone is industrial in character, suited for industrial expansion rather than residential or retail development, and that municipal annexation would impose additional ad valorem taxes without commensurate services

Preserves existing economic development incentives for zone properties, including industrial property tax exemptions and tax credits, and maintains validity of any local assessments lawfully in effect before the act's passage

Requires zone boundaries to be filed with the Secretary of State and the entity responsible for Jackson County's economic development
