Creates the "Community Public Wastewater System Infrastructure Sustainability Act" establishing a statewide accountability framework for wastewater systems serving at least 15 connections or 25 consumers year-round, whether publicly or privately owned

Requires the Mississippi Department of Environmental Quality to develop a letter grade system (A through F) for wastewater systems based on permit compliance, operation and maintenance history, and infrastructure condition, with first grades to be published by January 1, 2028

Creates the "Community Drinking Water Infrastructure Sustainability Act" establishing a parallel accountability system with letter grades for community public water systems, administered by the Mississippi Board of Health

Mandates annual publication of assessment scores and letter grades on agency websites, with wastewater systems required to notify customers of their grades within 30 days of publication

Authorizes certain utility districts to dissolve when a majority of landowners in the district sign and file a dissolution petition with the Chancery Court
