Expands eligible expenditures under Mississippi's Site Development Grant Program to include fees for utility improvements serving industrial property, acquisition of easements and rights-of-way, and improvements to enhance electricity and gas delivery

Removes easement and right-of-way acquisition from the definition of "site development improvements" and relocates it to "eligible expenditures" as a separate category for grant funding

Applies to publicly owned industrial property and "optioned property" (land under a minimum 3-year purchase option at or below appraised fair market value)

Maintains the existing grant structure where eligible entities (counties, municipalities, and nonprofit economic development organizations) must provide matching funds in cash or in-kind services as determined by the Mississippi Development Authority

Takes effect July 1, 2026
