Creates a Fetal and Infant Mortality Review Panel under the State Department of Health to review fetal deaths and deaths of infants up to one year of age and develop prevention strategies

Requires annual reports to the House and Senate Public Health Committees by December 1, including mortality numbers, causes, demographic information, and recommendations for directing state resources to reduce infant mortality

Mandates that the State Medical Examiner's office, Department of Human Services, coroners, health care providers, law enforcement agencies, physicians, hospitals, and pharmacies provide relevant records and data to the panel upon request

Establishes that all panel proceedings, records, and information are confidential and exempt from the Open Meetings Act, Public Records Act, subpoena, discovery, or use as evidence in court proceedings

Authorizes the panel and Department of Health to pursue enforcement actions including mandamus, injunctive relief, and recovery of attorney's fees against agencies failing to provide requested information within specified timeframes
