Designates the Bureau of Building, Grounds and Real Property Management within the Department of Finance and Administration (DFA) as the central leasing agent for all state agency office space, effective January 1, 2027.

Requires state agencies to obtain DFA approval before entering, renewing, or negotiating any lease, lease-purchase, or purchase agreement for office space, with priority given to available state-owned buildings.

Authorizes DFA to conduct lease solicitations, negotiate terms on behalf of agencies, establish master leases for colocation purposes, and adopt space allocation standards and a standard lease form with terms expiring on quarter-end dates.

Mandates state agencies submit written requests for leased space 180 days in advance, including position details, special requirements, anticipated moving expenses, and other operational information.

Requires solicitations for statewide office space to prioritize properties within the Capitol Complex Improvement District unless alternate locations are needed, and mandates DFA submit annual reports to legislative committees on potential savings from purchasing privately owned buildings.
