Authorizes political subdivisions to collect video service provider fees and retain authority over public rights-of-way management, permitting, inspections, and safety requirements

Establishes requirements for facility maintenance, removal of abandoned equipment within 180 days of notice, and compliance with local zoning, building permits, and construction standards
