Removes the "designee" term from youth court law, requiring judges rather than appointed designees to directly authorize temporary custody, appoint personnel, and handle certain child rights matters.

Establishes a Statewide Youth Diversion Program and Family Services Roundtable for Mississippi children, youth, and families.

Appropriates $8 million for a replacement Mississippi Youth Court Information Delivery System (MYCIDS) plus $750,000 for data cleanup, with the new system to be operational by July 1, 2029.

Increases annual training requirements for intake officers and requires prosecutors to take action within 14 days of intake recommendation filing.

Repeals several existing provisions including the Teen Court Pilot Program Act, the Mississippi Council of Youth Court Judges, and provisions for youth court referees.
