Increases the presumed cost of doing business for cigarette wholesalers from 2% to 5% of basic cigarette cost, phased in over three years: 2% through June 30, 2026; 3% from July 1, 2026 to June 30, 2027; 4% from July 1, 2027 to June 30, 2028; and 5% from July 1, 2028 onward

Increases the presumed cost of doing business for cigarette retailers from 6% to 12% of basic cigarette cost, phased in over three years: 6% through June 30, 2026; 8% from July 1, 2026 to June 30, 2027; 10% from July 1, 2027 to June 30, 2028; and 12% from July 1, 2028 onward

Amends Section 75-23-5 of the Mississippi Code of 1972 under the Unfair Cigarette Sales Law, which sets minimum pricing standards to prevent predatory pricing in cigarette sales

These presumed costs serve as default values when wholesalers or retailers cannot prove their actual cost of doing business is higher or lower
