Establishes the Universal Changing Tables Installation Incentive Grant Program to provide financial assistance for installing universal changing tables in public and private/commercial building restrooms throughout Mississippi

Grants of up to $5,000 per universal changing table are available to state agencies, municipalities, counties, and private/commercial building owners on a first-come, first-served basis

The Mississippi Department of Rehabilitation Services will administer the program and may retain up to 1% of annual appropriations for administrative costs

Priority is given to applications specifying powered, height-adjustable tables placed in gender-neutral single-occupancy restrooms with minimum dimensions of 10 feet by 14.6 feet to accommodate wheelchair turning radius

The department must collaborate with the Department of Archives and History and Department of Finance and Administration to protect historic landmark facilities during installations
