Authorizes counties and municipalities to establish summer youth work programs providing temporary seasonal jobs for high school students aged 16-19 who have not yet graduated and have no criminal convictions beyond minor traffic violations

Requires local governments to compile and publish job listings by March 1 each year, including positions with the county/municipality and local nonprofit organizations, with details on dates, duties, hours, and salary (minimum wage or higher)

Students demonstrating the greatest financial need receive priority placement when applicants exceed available positions

Participants must provide parental consent letters and sign liability waivers releasing the government and nonprofit employers from work-related liability

Counties and municipalities may accept public or private funding for program administration and student wages, award grants to nonprofits to cover student wages, and contract with other organizations to administer the program
