Authorizes the Mississippi Department of Information Technology Services (ITS) to establish procurement frameworks for information technology, telecommunications, cybersecurity, cloud services, and related hardware and software for use by state agencies, higher education institutions, community colleges, and local governments

Permits procurements conducted through express procurement lists, cooperative purchasing agreements, or cloud services programs administered by ITS to be awarded based on "best value" rather than requiring selection of the lowest-priced offering

Requires ITS to establish a manufacturer-based procurement framework specifically for cybersecurity hardware, software, and associated services, with minimum technical, security, and qualification standards that manufacturers must meet to participate

Mandates ITS to maintain and publish a list of qualified cybersecurity manufacturers, allowing eligible entities to select products from any qualified manufacturer and complete procurement through authorized resellers or distributors

Makes participation in ITS-established procurement frameworks permissive rather than mandatory for entities not under ITS operational control, while maintaining oversight by the Department of Finance and Administration, Public Procurement Review Board, and State Auditor
