Authorizes Mississippi local governments to create land banks as public entities to acquire, manage, and dispose of blighted, abandoned, or tax-forfeited properties to return them to productive use

Land banks are governed by 5-11 member boards of directors who serve without compensation, with authority to hire staff, borrow funds, issue revenue bonds, and enter contracts for up to 40 years

Grants land banks broad powers including property acquisition from the Secretary of State's tax lands register, demolition, rehabilitation, and development, while prohibiting use of eminent domain

Property conveyed by a land bank receives ad valorem tax remittance back to the land bank for five years following conveyance to help fund operations

Governor may create emergency land banks following natural disasters through executive order, which must convert to regular land banks within 12 months or dissolve; effective date July 1, 2026
