Authorizes up to $350,000 in state general obligation bonds to assist the City of Indianola, Mississippi, with construction, repairs, upgrades, and improvements to an access road at the Indianola Airport and Industrial Park entrance.

Authorizes up to $150,000 in state general obligation bonds to assist the Sunflower County Consolidated School District in funding its Leader in Me Program for workforce development promotion.

Creates two special funds within the State Treasury: the "2026 City of Indianola Airport and Industrial Park Access Road Fund" and the "2026 Sunflower County Consolidated School District Leader in Me Program Fund," with unexpended amounts and investment earnings remaining in each fund rather than lapsing to the General Fund.

Bonds mature within 25 years, are backed by the full faith and credit of Mississippi, and are exempt from all state taxation.

No bonds may be issued under this act after July 1, 2030, with the effective date of July 1, 2026.
