Requires towing companies to record the name, phone number and/or email address of any person requesting a tow, along with whether the request came from the vehicle owner, law enforcement officer, or property owner

Limits legal authority to tow vehicles to three circumstances: at the vehicle owner's request, by law enforcement direction, or at the request of a property owner where the vehicle was left

Imposes penalty of waiving all storage and towing fees if the towing company fails to record required requestor information, unless the company can prove the vehicle owner made the request

Mandates towing companies report towed vehicles to local law enforcement within 24 hours and include the recorded requestor information, unless the owner requested the tow

Requires towing companies to maintain records for 3 years including requestor contact information and relationship to the tow request, with the law taking effect July 1, 2026
