Authorizes the Bolivar County Board of Supervisors to establish a utility district within the Choctaw community to own, control, operate, and maintain the Choctaw Sewer Association System facilities, including lift station, treatment lagoon, and pipes

Allows the Board of Supervisors to use general county funds or grant funds to repair and improve the sewer system prior to transferring it to the utility district

Creates a board of commissioners (3-5 members appointed by the Board of Supervisors) to govern the utility district, with initial 2-year terms followed by 5-year terms for subsequent appointments

Grants the utility district authority to collect delinquent sewer fees by partnering with water associations to disconnect water service for customers 60+ days behind on sewer payments

Exempts the utility district from obtaining a certificate of convenience and public necessity from the Mississippi Public Service Commission since the system already exists
