Designates $600,000 for grants to ABET-accredited engineering programs and board-approved surveying programs at Mississippi colleges and universities, with a reporting requirement to state leadership by August 1, 2027

Requires Mississippi Industries for the Blind to receive preference on equal bids for commodities or equipment purchases

Prohibits transfer of personal services funds to other categories and restricts salary actions that would exceed appropriated amounts or increase fiscal year 2028 funding needs
