Authorizes 23 permanent employee positions with $2,329,836 designated for personal services including salaries, wages, fringe benefits, and vacancy funding of $217,572

Prohibits transfer of Personal Services funds to other budget categories and requires compliance with the Variable Compensation Plan under Section 25-9-147

Requires Mississippi Industries for the Blind to receive preference when bids are equal in price, quality, and service for commodity and equipment purchases
