Appropriates $572,914 from the State General Fund and $44,328,969 from special funds to the Mississippi State Soil and Water Conservation Commission for fiscal year 2027 (July 1, 2026 - June 30, 2027)

Authorizes a total of 14 employees (8 permanent, 6 time-limited) with $1,076,083 allocated for personal services including salaries, wages, fringe benefits, and vacancy funding

Allocates $50,000 from the Capital Expense Fund specifically for monitoring, maintenance, and data analytics for three river gauges on the Pearl River

Permits the commission to retain funds from equipment sales and to receive and expend bond proceeds authorized under Section 69-27-331 for soil and water conservation purposes

Requires the commission to maintain detailed accounting and personnel records and prohibits expenditures exceeding appropriated amounts
