Appropriates $94,326,939 from the State General Fund and $1,588,503,224 from special funds to the Mississippi Department of Human Services for fiscal year 2027 (July 1, 2026 through June 30, 2027).

Authorizes 1,307 permanent and 348 time-limited employee positions with total personal services funding of $117,351,244, including $111,933,726 for salaries, wages, and fringe benefits.

Requires transfer of $1,000,000 to the Department of Health Child Care Licensure Program, $250,000 to the Juvenile Facility Monitoring Unit at the Department of Public Safety, and allocates $1,000,000 for the Home Delivered Meals Program and $15,000,000 for SNAP Program administration.

Reappropriates $55,431,146 from the Capital Expense Fund for computer expenses and a new computer system, plus allocates $4,607,813 to demolish deteriorated structures at Oakley Youth Development Center.

Establishes performance targets including $378,000,000 in child support collections, 2,700,000 home delivered meals, 33,000 children served in early childhood care, and serving 225,000 average monthly households through SNAP benefits.
