Authorizes 130 permanent employee positions with $11,270,042 allocated for personal services including salaries, wages, and fringe benefits

Provides $23,000,000 total for fire department support: $11,500,000 for municipal fire protection payments and $11,500,000 for county volunteer fire department payments

Allocates $7,500,000 for the Rural Fire Truck Fund and $2,000,000 for the Rural Fire Truck Matching Assistance Program

Sets performance targets including issuing 154,000 producer licenses, handling 16,000 customer assistance requests, and conducting 550 fire investigations and 6,200 fire marshal inspections
