Appropriates $8.36 billion total to the Division of Medicaid for fiscal year 2027 (July 1, 2026 - June 30, 2027), including $906.5 million from the State General Fund, $657.2 million from the Medical Care Fund, $6.74 billion from special funds, and $63.2 million from the Health Care Expendable Fund

Authorizes 922 employee positions (840 permanent, 82 time-limited) with $61.4 million allocated for personal services, including salaries, wages, and fringe benefits

Targets enrollment of 668,825 Medicaid recipients, 440,000 beneficiaries in managed care, and 55,000 CHIP enrollees, with administrative costs capped at 2.97% of the total budget

Funds Home and Community Based Waiver programs including 22,200 authorized slots for elderly and disabled, 5,800 for independent living, 4,150 for intellectual disabilities, 1,150 for traumatic brain injury, and 1,100 for assisted living

Provides up to $2.75 million for dialysis transportation services for end-stage renal disease patients age 65+ or disabled with incomes below 135% of the federal poverty level
