Allocates $381,490 for Personal Services, including $343,341 for employee salaries, wages, and fringe benefits, plus $38,149 for vacancy funding

Authorizes 5 permanent employee positions with no time-limited positions

Requires compliance with the Variable Compensation Plan and prohibits transferring Personal Services funds to other budget categories
