Limits computer system maintenance, upgrades, and operations to $3,538,000 and building maintenance and repair to $300,000

Reappropriates $164,858 from Capital Expense Funds for Tier 5 implementation costs, including legal expenses and defined contribution plan setup

Requires the Board of Trustees to live webcast and record all board and committee meetings, with archived footage posted on the agency website within 48 hours
