Appropriates $3.16 billion from the State General Fund and $2.33 billion from special funds to the Mississippi Department of Education for fiscal year 2027 (July 1, 2026 – June 30, 2027).

Allocates $2.9 billion for the Mississippi Student Funding Formula (K-12 education) and $101.3 million for Vocational and Technical Education from general funds.

Directs $135.4 million from the Education Enhancement Fund toward specific programs including $25 million for instructional materials, $21.2 million for Early Learning Collaboratives, $18 million for District Improvement and Teacher Stabilization, and $16 million for capital facilities and buses.

Authorizes 330 permanent and 124 time-limited positions for the Department of Education (excluding Vocational-Technical), with personal services funding capped at $36.8 million.

Establishes performance targets including 90% of schools and districts rated "C" or higher, 78% of students passing the 3rd grade reading assessment, and reducing inexperienced/non-certified teachers to 31%.
