Authorizes 80 permanent and 7 time-limited employee positions with $6,548,722 allocated for personal services including salaries, wages, and fringe benefits

Requires $2,118,966 of special funds to come from the Education Enhancement Fund and reappropriates $522,968 for digitalization of educational content and Mississippi history

Sets performance targets including producing 115 local TV programs, 988 radio programs, maintaining 99.95% on-air reliability, and providing 3,000 teacher continuing education units

Mandates funds prioritize maintaining full broadcast schedules of educational and public service programs, with new production as secondary, and prohibits use of funds for other agencies' public relations activities
