Allocates $5,133,089 for health insurance costs for all full-time library staff members in Mississippi's public libraries

Requires minimum expenditure of $1,350,000 for the Magnolia Database, with performance target of 35,000,000 searches

Sets performance targets including 100,000 children participating in the statewide summer library program and 2,500 patrons utilizing Braille and audio services
