Appropriates $1,477,665,268 in special funds to the Mississippi Department of Transportation for fiscal year 2027 (July 1, 2026 - June 30, 2027), with $1,019,591,494 for construction and $274,043,821 for maintenance programs

Authorizes 2,706 permanent employees with $191,004,481 allocated for personal services, including $183,217,367 for salaries, wages, and fringe benefits

Requires minimum $80,000,000 for contracted maintenance overlay and pavement rehabilitation, plus $650,000 transfer to Department of Agriculture for beaver control and $5,000,000 to Department of Public Safety for commercial transportation enforcement

Appropriates additional special infrastructure funds totaling $485,000,000, including $250,000,000 for capacity projects, $75,000,000 for Lafayette County improvements, and $50,000,000 for Desoto County improvements
